California honored three Caltrans employees with the Governor’s State Employee Medal of Valor for acts of heroism that went beyond their job duties and involved personal risk.
Tobin Hook and Anthony Coscia received the Gold Medal of Valor after they entered the Pacific Ocean near Davenport in Santa Cruz County on August 29, 2024. They helped a woman who was drowning, brought her to shore, and provided CPR until emergency responders arrived.
Steve Quinliven earned the Silver Medal of Valor for his actions on May 12, 2025. He gave first aid to a female motorist trapped in a car hanging over an embankment below State Route 162 in Mendocino County, staying with her until help came.
California Transportation Secretary Toks Omishakin praised their courage and commitment to safety. Caltrans Director Dina El-Tawansy expressed gratitude for their willingness to help others in critical situations.
The State Employee Medal of Valor has recognized more than 800 state employees since 1959, including 133 from Caltrans, for bravery facing danger.
