Susanville Local’s Long-Lost Relative and Pearl Harbor Veteran Identified thru New DNA Forensics

New DNA forensics have led to the identification of a long-lost veteran, Robert Thomas Stout, the great uncle of Kevin Jones, former Susanville Chief of Police and City Administrator. Through the recent advancement in DNA analysis, the U.S. Navy confirmed Stout’s identity and will bring him to his final resting place amongst family.

Stout enlisted in the U.S. Navy on February 14, 1939, and served on the USS Oklahoma, rising to Fire Controlman Third Class (FC3) rank. Tragically, on December 7, 1941, during the Pearl Harbor attack, the USS Oklahoma was hit by multiple torpedoes and capsized, resulting in 429 casualties, including Stout.

Stout and many others were buried as “unknowns” in Hawaii for years. In 2015, DNA technology advancements provided the means for the Defense POW/MIA Accounting Agency to authorize the exhumation of these “Unknowns.” Through the DNA analysis, the familial connection to Stout was confirmed. – he was Patricia, Jone’s mother’s uncle, and Kevin’s great-uncle.
The Department of the Navy has arranged for Stout to rest at Cottonwood Cemetery alongside his mother.

This morning, September 11, his arrival at the Sacramento International Airport will be received in full Naval Honor Guard honors, greeted by Patricia and Kevin, before being transported to a Redding mortuary.

During commemorative events, the Patriot Guard Riders will escort Stout’s remains from the airport to Redding and lead a procession to the Cottonwood Cemetery for the memorial service. Bob Prosser, a leader of the Patriot Guard Riders, emphasized their mission, explaining that their volunteer organization carries out these escort missions as a heartfelt tribute to honor fallen veterans and show support to their families.

The Jones family sincerely appreciated the Patriot Riders’ dedication to providing this tribute.

Services for Stout will be held in Cottonwood on September 15 at 2  p.m.
