Lassen Supes Consider Amendment to Contract to Cont. Progress on Homekey Project with ColWest

The Lassen County Board of Supervisors will consider amending its contract with ColWest Investments for the Homekey Project at the Old Hospital in Susanville. This project is part of the county’s Behavioral Health Bridge Housing (BHBH) Program, which is funded by state legislation to provide housing support for people experiencing homelessness who also have serious mental health or substance use challenges. Lassen County received over $1.6 million to run this program, with funding available through June 2027.

Just two months ago, the board approved a contract with ColWest Investments, LLC, to build the necessary bridge housing units. This contract required ColWest to secure payment and performance bonds to ensure the project’s completion and provide security to the county. However, ColWest encountered difficulties in obtaining these bonds due to specific language in the original agreement.

ColWest just last week raised concerns about the continual delays in payments from the county, describing the agreement as one-sided. After a closed-session meeting between the supervisors and Behavioral Health last Tuesday, a resolution has been proposed to amend the agreement. This amendment aims to help ColWest secure the bonds and move forward with the project.
