On Wednesday, January 21st, Modoc County Supervisor Geri Byrne was sworn in as Immediate Past Chair of the Rural County Representatives of California (RCRC), continuing her leadership role within the organization. Assembly Member David Tangipa administered the Oath of Office during the installation of RCRC’s 2025 Officers.
Supervisor Byne joins Mariposa County Supervisor Miles Menetrey (who will serve as Chair), Santa Barbara County Supervisor Bob Nelson (who will serve as First Vice Chair), and Napa County Supervisor Anne Cottrell (who will serve as Second Vice Chair). These newly installed 2026 officers will lead the organization in championing public policies on behalf of California’s rural counties.
“My time as the 2025 RCRC Board Chair has been tremendous,” said Byrne. “The collective commitment shown by my fellow delegates and our hardworking staff has allowed us to make measurable progress on the issues that matter most to rural counties—protecting communities from wildfire threats, supporting sound predator management, and expanding reliable broadband access. With so much still to accomplish, I am excited to remain engaged in a leadership role at RCRC, helping drive initiatives that expand opportunities and uplift the quality of life for all rural Californians.”
RCRC is led primarily by four officers comprised of elected rural county supervisors from the organization’s 40-member counties. Modoc County has been a member of RCRC since 1976. Once being elected Second Vice Chair, it has been the custom for that person to move-up the ranks and ultimately lead the organization. As such, Supervisor Byrne, who served as Chair last year, is to now serve as Immediate Past Chair at RCRC in 2026.
