Plumas County Appoints Joshua Brechtel as Full-Time County Counsel After Two-Year Vacancy

Plumas County has appointed Joshua Brechtel as its full-time county counsel, marking the first time in nearly two years that the position has been filled. Brechtel, who has worked in the counsel’s office since March 2021 and served as interim county counsel since January 2024, will receive an annual salary of $154,440.

His appointment was discussed during the Plumas County Board of Supervisors meeting on May 20, where it was revealed that Brechtel was the only applicant for the position after it was advertised statewide. Supervisor Kevin Goss noted that there had been fluctuations in the board’s interest in Brechtel’s candidacy. In December 2024, Brechtel had indicated he would not pursue the permanent role, leading the board to consider outsourcing the position.

Concerns were raised during the May 20 meeting regarding the timing of the appointment, with attorney Linda Judge questioning why Brechtel was offered the position now rather than in December. Supervisor Hall clarified that Brechtel had not been rejected but that the county’s bureaucratic processes had delayed the appointment.

Brechtel’s appointment was initially scheduled for May 13 but was postponed due to potential compliance issues with the Brown Act. The May 20 meeting included comprehensive backup materials outlining Brechtel’s employment agreement and terms.

Hall expressed gratitude for Brechtel’s patience during the lengthy process and highlighted the county’s efforts to fill remaining vacancies, which have been a challenge due to staffing shortages. Plumas County Auditor Martee Graham noted improvements in interdepartmental relationships and positive outcomes in recent months.

Currently, Plumas County has two department head vacancies, down from a high of 19 resignations over three years. The positions still open are the human resources director and the county administrative officer, which will be advertised soon. Supervisor Goss mentioned that with several department heads nearing retirement age, further vacancies may arise in the near future.
