Bob Godman, executive director of the Honey Lake Valley Recreation Authority (HLVRA), provided a copy of the agreement between the HLVRA and Lassen Union High School District (LUHSD) regarding the use of the Honey Lake Valley Community Pool. The agreement allows either party to terminate it with 30 days written notice. The HLVRA exercised this option on April 16, the day after the decision to cancel the fall shoulder season at the pool.
In the fall of 2023, HLVRA and LUHSD signed the agreement to support the Lassen High School swim team for the 2023, 2024, and 2025 swim seasons. The agreement was signed by LUHS Superintendent Morgan Nugent on August 2, 2023, and by Godman on October 27, 2023.
The agreement states that the swim team would have access to the competitive section of the pool from Monday to Friday, 3:30 p.m. to 5:30 p.m., during the swim season. In return, LUHSD is required to pay a fee of $5,500 for each season, due by the first of September each year.
Furthermore, the agreement specifies that it becomes effective upon execution and approval by the JPA governing board and is subject to annual review by the pool manager and the district superintendent. It also stipulates that if the JPA contracts with a private operator for pool management, the agreement will terminate immediately.
Godman noted that after the board decided not to keep the pool open for the fall season, he delivered written notice to LUHS Superintendent Patty Gunderson on April 16, indicating that the HLVRA would not be able to provide facilities for the swim team for the upcoming season.
