California Medical Board Revokes Susanville Physician’s License for Probation Violations

The Medical Board of California has decided to revoke the medical license of Dr. Granville Marshall of Susanville due to multiple violations of the terms set out in his probation. Initially, his license was revoked in 2018, but the board allowed him to continue practicing under a probationary status with specific conditions. These conditions included completing educational courses, employing a practice monitor, submitting quarterly declarations, maintaining a current license, attending interviews, avoiding prolonged non-practice, and paying probation monitoring costs.

Dr. Marshall failed to meet these requirements consistently. He did not complete the required educational courses from 2020 on-wards, did not ensure the submission of practice monitor reports, and failed to submit quarterly declarations after 2020. His medical license expired in April 2021, which he did not renew, and he did not attend scheduled interviews in 2020, 2021, and 2022. Additionally, his period of non-practice exceeded the allowable two years, and he accrued over $22,000 in unpaid probation monitoring costs.

Dr. Marshall has communicated to the board that he does not intend to comply with the probation terms. Therefore, the board concluded that revoking his license is necessary to protect public health, safety, and welfare. The license revocation will take effect at 5 p.m. on January 15, 2025.
