Plumas County Plans New Greenville Library Town Hall and Community Space Near Wolf Creek

Plumas County officials plan to rebuild the Greenville branch library and town hall on 3.67 acres of land near Wolf Creek, where the Indian Valley Community Center once stood before the 2021 Dixie Fire. The county envisions a building that includes a town hall with a commercial kitchen and a library designed for socializing, meetings, and classes.

County Facilities Director Nick Collin urged supervisors to start planning and secure the property promptly. This move follows nearly five years without plans to replace the facilities lost in the fire. Previous efforts to build a civic center elsewhere in Greenville ended when the Indian Valley Community Services District withdrew from the project earlier this year.

A new opportunity for funding comes from the 2025-26 California State Budget, which allocates $188.5 million for park development and recreational facility renovation. The county could receive between $1 million and $8 million from the Statewide Park Development and Community Revitalization Program. The grant requires that at least half of the building’s space serve indoor recreational purposes, echoing the original community center’s design.

The land is currently owned by the Indian Valley Recreation and Parks District. Discussions are underway to transfer ownership to the county if the project proceeds. The district would then manage the building and related programs. The National Park Service helped develop a conceptual plan for the site, known as Wolf Creek Green, which includes a proposed park or town green along Wolf Creek.

The county has $7.8 million from a settlement with Pacific Gas and Electric related to the Dixie Fire. So far, the funds have mostly supported disaster recovery efforts. The Board of Supervisors approved a motion to pursue state grant funding and begin negotiations for the land.
