Notice of Availability of a Draft Environmental Impact Report for Susanville Travel Stop (SCH #2025011078)

In accordance with provisions of the California Environmental Quality Act (CEQA), the City of Susanville, as Lead Agency, has prepared a Draft Environmental Impact Report (EIR) for the proposed Susanville Travel Stop (project). The City of Susanville is now accepting comments on the Draft EIR. The comment period runs through January 31, 2026.

The project site will develop approximately 14.15 acres of a 79.6 acre vacant parcel southeast of the City of Susanville in the unincorporated area of Lassen County. The project includes the annexation of the 79.6-acre parcel (Assessor’s Parcel Number [APN] 107-280-017), located south of Susanville city limits and the Susan River west of the intersection of State Route (SR) 36 and Skyline Road.

The project proposes to construct and operate a full-service travel stop which would provide professional truck drivers and motorists with 24-hour access to purchase gasoline, diesel, propane, electronic items, snacks, travel items, and food from a combined 13,005-square foot (SF) convenience store and two fast-food options, one with drive-thru. A dog park, Recreational Vehicle (RV) dump station, bioretention basins, truck, RV and automobile parking areas and landscaping/lighting are also proposed, along with a 10-space overnight RV park. The Project includes the annexation of the full 79.6 acre parcel, redesignation of the parcel from the City’s current land use designation of Light Industrial or Business Park to General Commercial/Shopping Center, and pre-zoning of the site as General Commercial and Shopping Center (C-2) District.

The Draft EIR analyzes the potential impacts of the project on environmental resources, including factors such as air quality, biological resources, and more. The Draft EIR also examines what mitigation measures can be implemented to reduce or avoid these impacts. The Draft EIR helps decision makers, members of the public, and public agencies make informed decisions about the proposed project. Based on the analysis included in the Draft EIR, the project would not result in significant and unavoidable impacts. Potentially significant impacts to Biological Resources, Cultural & Tribal Cultural Resources, and Paleontological Resources would be mitigated to less than significant levels. All other impacts would be less than significant.

The Draft EIR and the documents referenced in the Draft EIR are available for public review at the City of Susanville, City Hall, 66 N Lassen Street, Susanville, CA 96130, during office hours Monday – Friday, 8:30 A.M. to 4:30 P.M. and are available below:

Agencies and interested parties may provide the City with written comments on the Draft EIR for the project. Because of time limits mandated by State law, comments should be provided no later than 5 p.m. on January 31, 2026. Please send all comments to:

Responsible agencies that will need to use the EIR when considering permits or other approvals for the project should provide the name of a contact person, phone number, and email address.
