The Plumas County Board of Supervisors approved two 15-minute parking spaces on Quincy’s Main Street at the pharmacy near the intersection with Railway Avenue. The ordinance, adopted unanimously Aug. 19, will take effect Sept. 18.
The board action was prompted by the July 20 closure of Rite Aid. Back-to-back bankruptcies in 2023 and 2025 forced Plumas County’s only chain pharmacy to shutter its doors. That left the county with three independent pharmacies, one each in Portola and Chester, plus Quincy Pharmacy.
At their June 11 meeting, the county supervisors recognized that the Rite Aid closure would divert customers to Quincy Pharmacy, which offers no off-street parking. To lessen the effect on customers, they began considering how to make parking more accessible on Main Street, which is designated as State Route 70.
Their discussion included limiting parking in front of the store to 15 minutes to increase the availability of parking spaces and shorten the walk for less mobile patrons.
Any change in parking regulations on a state roadway are the authority of Caltrans, said Rob Thorman, Plumas County Public Works director. He submitted a request for an encroachment permit. Approval took several weeks, he said.
It took the supervisors less than a minute to adopt the ordinance, which changes Title 4 of the Plumas County code.
