Quincy Woman Faces Felony Charges in DUI Death of Pedestrian

Lorrie Deann Bennett, 62, of Quincy, faces three felony charges stemming from a Feb. 23 accident that took the life of Victoria Pearl Rollisson, 24.

Plumas County District Attorney David Hollister filed criminal charges April 21 following a two-month investigation of what he called “a DUI-related collision resulting in the death of a pedestrian.” Bennett’s vehicle struck and killed Rollisson at 10:36 p.m. while she was walking near the intersection of State Route 70 and Mill Creek Road in East Quincy.

Rollisson was pronounced dead at the scene.

Hollister charged Bennett with vehicular manslaughter while intoxicated without gross negligence (Penal Code § 191.5(b)), driving under the influence causing injury (Vehicle Code § 23153(a)) and driving with a blood alcohol concentration of 0.08% or higher causing injury (Vehicle Code § 23153(b)).

The complaint alleges Bennett’s blood alcohol concentration was 0.22%, nearly triple California’s legal limit of 0.08%. If convicted, Bennett could serve as much as four years in prison, Hollister said.

Thomas A. Johnson, Bennett’s Sacramento attorney, declined to comment on the case.

Bennett, who was released from custody on a $100,000 bond, is scheduled to be arraigned May 1 in Plumas County Superior Court.

She is retired from her job with the Plumas County Information Technology Department and has been working part time for the Plumas County Treasurer-Tax Collector’s Office, according to Plumas County officials.

The California Highway Patrol Quincy Office led the investigation, which included the Plumas County Sheriff’s Office and the district attorney’s office. The CHP is continuing an ongoing investigation, Hollister said. He directed anyone with information concerning the fatal incident to the CHP at 530-283-1100.
