Plumas County Board of Supervisors Approves Multi-Year Law Enforcement Contract with City of Portola

On April 14, the Plumas County Board of Supervisors swiftly approved a contract between the Plumas County Sheriff’s Office and the City of Portola to provide law enforcement services through June 30, 2028.

Sheriff Chad Hermann proposed replacing the previous one-year contract with a three-year agreement, citing the annual renewal process as “problematic” and time-consuming. Hermann worked closely with Portola City Manager Ryan Bonk to finalize the contract, which is retroactive from July 1, 2025, and runs through the 2027-2028 fiscal year.

The new contract increases the annual payment from $120,000 to $150,000 for the current fiscal year, with a 3% increase scheduled for each of the following two years.

Board Chair Mimi Hall praised the contract as “another example of our government and our county sheriff’s office working smarter,” noting that the longer agreement reduces administrative burdens and strengthens the county’s partnership with Portola.

Under the contract, the Sheriff’s Office will continue providing typical municipal police services within city limits, including traffic enforcement, animal control, and accident investigations. Sheriff Hermann will serve as ex-officio chief of police for Portola during the contract period and will consult with City Manager Bonk on law enforcement performance.

Bonk expressed strong approval of the multi-year contract, emphasizing that it eases administrative challenges and affirms satisfaction with the sheriff’s office services.
