The Justice Department has filed a sexual harassment and retaliation lawsuit under the Fair Housing Act against Joel Nolen, the owner, and operator of rental properties in Lassen County, along with Shirlee Nolen and Nolen Properties LLC, co-owners of the rental properties, that includes the sleepy hollow trailer park in Susanville.
The lawsuit alleges that Joel Nolen sexually harassed female tenants, including making unwelcome advances, entering their homes without permission, and taking adverse housing-related actions against those who refused his advances. The Justice Department seeks monetary damages, civil penalties, and a court order barring future discrimination.
