Lassen MUD Board Adopts Three-Year Rate Plan

During its regular meeting on October 28, the Lassen Municipal Utility District (LMUD) Board of Directors held a public rate hearing to discuss a proposed three-year rate plan.

The hearing was called to order by Board President Fred Nagel at 5:37 p.m. LMUD General Manager Nick Dominguez presented a report outlining several rate adjustment options and their potential impact on the District’s revenue.

Each option was reviewed and discussed in detail. The Board also received public comments from several community members.

Following extensive discussion, the Board voted 3–2 in favor of adopting the proposed rate adjustment. Directors Moore and Nagel voted against the proposal, while Directors Ernaga, Urionaguena, and Hagata voted in favor.

The first rate adjustment will take effect with the February 2026 billing. A state-mandated Public Benefits charge of 2.85% will be added to the energy charge.

For example, the average LMUD customer uses approximately 800 kilowatt-hours of energy per month, totaling $156.00. The Public Benefits charge, which was previously included in the kilowatt-hour rate, will now appear as a separate line item. As a result, the average customer will see an increase of approximately $4.44 per month.

Two additional rate adjustments are scheduled: one in 2027 (approximately 4%) and another in 2028 (approximately 3.84%).
