Active Shooter Full Scale Exercise

On Wednesday, October 1, 2025, an Active Shooter Full Scale Exercise will be held at Chester Jr/Sr High School. This exercise is designed to assist first responders, the health care system, and school staff to respond to unusual events that may challenge our facilities, personnel, and impact our communities. The purpose of the full-scale exercise at Chester Jr/Sr High School is to test our local and neighboring law enforcement, emergency medical services, hospital, school staff as well as other community partners who would respond to an incident involving an active shooter in our community. Unfortunately, in this day and age it is not enough to just have a plan on preparing and responding to an active threat in our community, we must also test these plans and be able to collaborate with all responding entities to ensure the most effective response to this type of threat.

There will be an increase in activity at the Chester Jr/Sr High School, Seneca Healthcare District and Chester airport due to the exercise. Only students and staff who have volunteered will be participating in the full-scale exercise. Law enforcement, Emergency Medical Services including helicopters and Fire Departments will be at the school participating in the exercise. Due to the nature of the scenario, this exercise is closed to the public. Therefore, please stay away from the high school while the exercise is in play, 12:30 pm until 5:00 pm. There are no unauthorized personnel allowed within the designated boundaries which would cause a disruption in the exercise and possible safety issues.

If you have any questions, please contact Plumas County Public Health Agency at 283-6337. If there are any concerns or questions on the day of the exercise, October 1, 2025, please contact Plumas County Sheriff’s Office non-emergency number at 530-283-6300.
