Incarcerated Individual Serena A. Moreno Carrera Apprehended After Walkaway from Sacramento Facility

California Department of Corrections and Rehabilitation (CDCR) officials announced that an incarcerated individual, Serena A. Moreno Carrera, who walked away from a Female Community Reentry Program (FCRP) facility in Sacramento County on June 14, 2025, has been apprehended. Moreno Carrera turned herself in at the California Institution for Women (CIW) around 1:20 a.m. on the day following her departure.

Moreno Carrera was received from Yolo County on August 6, 2021, and had been sentenced to eight years and eight months for offenses including mayhem, vandalism, vehicle theft, and hit and run causing injury to another person.

The FCRP is designed for eligible offenders committed to state prison, allowing them to serve the latter part of their sentences in a re-entry center. This program equips them with essential tools and services to facilitate a successful transition from custody to the community. It is a voluntary initiative for male offenders with two years or less remaining on their sentences, connecting them with various community-based rehabilitative services addressing substance use disorders, mental health care, medical care, employment, education, housing, family reunification, and social support.

Since its inception in 1977, the CDCR has reported that 99 percent of individuals who have left an adult institution, camp, or community-based program without permission have been successfully apprehended.
