The Osteopathic Medical Board of California is investigating a Chico doctor accused of doing drugs on the job.
The board is requesting a hearing to address an anonymous complaint against Dr. Michael Fraters. The complaint, filed in March of 2024, accuses Fraters of abusing Codeine while working at Enloe Medical Center’s emergency department. It also accuses him of writing fraudulent prescriptions for his coworkers to use for himself.
According to court documents, the board’s investigation revealed Enloe’s Chief of Staff sent a memo in December 2023 saying it handled several complaints against Fraters. The board said following the complaints, Fraters took a leave of absence to attend a substance abuse program. The board said following treatment, Fraters agreed to random drug testing, but tested positive for alcohol in August 2024.
The board is now asking to revoke Fraters’ license and asks that he pay for the cost of the investigation and enforcement of this case, and if placed on probation, the costs of probation. Action News Now reached out to the board and are working to get a response regarding the next steps.
