USDA-RD Approves Financing for Seneca Healthcare District Hospital Replacement Project

The United States Department of Agriculture-Rural Development (USDA-RD) has issued a Finding of No Significant Impact (FONSI) concerning financing assistance for the Seneca Healthcare District Hospital Replacement Project. The proposed project involves constructing a modern acute-care hospital and skilled nursing facility to replace aging facilities.

Based on an Environmental Assessment (EA) of the project, the FONSI declares that there will be no significant impacts on water quality, wetlands, floodplains, land use, aesthetics, transportation, human health, safety, or historic resources. The project also received no comments during the 14-day comment period.

Shawn McKenzie, CEO of Seneca Healthcare District, stated that the FONSI validates the district’s commitment to environmental responsibility and quality healthcare. The EA and FONSI are accessible for public review at the Seneca Healthcare District Administration Office.

USDA-RD concluded that the project aligns with National Environmental Policy Act regulations and the agency’s Environmental Policies and Procedures. As a result, no Environmental Impact Statement is required for this federal action.

The FONSI, dated August 14, 2023, marks a significant step toward realizing the Seneca Healthcare District’s vision for a modernized healthcare facility to better serve the community.
