Unlocking Opportunities for Aspiring Child Care Entrepreneurs in Plumas County

The California Department of Social Services has funded Plumas Rural Services’ Resource and Referral Program to offer limited financial aid to potential new child care providers in Plumas County. This program assists new home-based child care providers with expenses associated with starting a child care business. It offers reimbursements of up to $1,000 to cover costs for licensing, immunizations, health screenings, LIVESCAN fingerprinting and background checks, and training in child health and safety, CPR, first aid, and the Mandated Reporting Law. Debbie Guy, the Resources and Referral Coordinator, provides guidance and support to new providers in setting up their childcare business. Even after obtaining their child care license, Guy continues to offer support with some free health and safety equipment necessary for licensing and conducts home visits. Providers are eligible for ongoing education and free training with incentives of up to $100. They may also receive cash reimbursements for nutritious meal and snack preparation.

Guy also assists parents seeking child care by providing referrals to child care providers. Additional resources are available to parents, such as WIC, the Family Empowerment Center, and the Child Care Payment Program, which helps with child care costs. According to Guy, “The income thresholds are often higher than most people think.”

There are benefits to establishing a home-based child care business. Operators have the flexibility to set their own hours, whether full- or part-time, after-school, evenings, nights, or weekends, and can choose the specific ages of children they wish to care for, including infants, toddlers, preschool, or school-aged children. Caregivers with children of their own can also remain at home with their children. Providers can take advantage of business tax deductions, such as a portion of rent or mortgage payments, utilities, and supplies. Potential earnings range from $35 to $45 daily for each child in their care. Depending on their motivation, it takes one to three months for new providers to receive their license.

Resources and Referrals staff help organize events like the annual Children’s Fair, Provider Appreciation Day, and the Parents Conference.
