In an effort to stimulate economic growth, the Susanville City Council is set to discuss Resolution No. 25-6405, which proposes a five-year moratorium on public facilities impact fees. The resolution will be considered during the council’s regularly scheduled meeting on Wednesday, February 5.
According to a staff report presented by Tamra Spade, the city’s economic development director, the proposed moratorium could result in a reduction of city revenues by $77,700. The report itemizes potential losses of $23,400 from the street department and $30,000 from the police department. However, the source of an additional $24,200 loss remains unidentified.
The proposed moratorium follows the recent adoption of Ordinance No. 24-1047 by the city council, which permits the suspension of Development Impact Fees through a resolution. If enacted, the moratorium would exempt all new residential, commercial, and industrial developments from paying fees outlined in Chapter 3.32 for the duration of five years. The council will continue to evaluate the city’s development and infrastructure needs throughout the moratorium and may choose to modify, extend, or terminate the suspension if necessary. Absent further action, the fees will resume after the five-year period. The suspension aligns with Susanville’s general plan and complies with Government Code Section 65913.2, ensuring consistency with the city’s housing and commercial development objectives.
The council meeting will commence at 4:30 p.m. with a closed session focused on labor negotiations with the Administrative Unit. The public portion of the meeting will start at 5 p.m., beginning with a public comment period known as Business from the Floor.
Other agenda items include the Consent Calendar, which covers the minutes from the January 15 meeting, vendor and payroll warrants, and Resolution No. 25-6403 related to modifications in the Position Classification Schedule under the memorandum of understanding with the Administrative Bargaining Unit. The council will also address new business concerning the impact fee moratorium, receive a report from the City Manager, and discuss future council items.
The Susanville City Council is scheduled to meet again at 4:30 p.m. on Wednesday, February 19.
