Starting January 1, 2026, both downtown Quincy and East Quincy residents will receive curbside recycling services under a new contract approved by the Plumas County Board of Supervisors. The county will partner with Feather River Disposal (a Waste Management division) to provide trash and recycling services throughout the American Valley Community Services District (AVCSD).
Key details include:
- Expanded Service: East Quincy, which previously lacked curbside recycling, will now receive biweekly recycling pickup alongside trash collection.
- Rate Changes: Downtown Quincy residents will see a 39% increase in monthly fees, rising from $31.49 to $43.68 for a 64-gallon trash can with recycling included. This reflects the prior artificially low rates under AVCSD.
- Rate Stability: The new rates will hold steady for 18 months (until July 2027) before a scheduled 5.8% increase, avoiding multiple hikes within a short period.
- Recycling Priority: Supervisors emphasized recycling as essential to prevent landfill overflow and support environmental goals.
- Service Area: Curbside recycling was previously available only in Chester, Portola, and downtown Quincy; the new contract expands it to all AVCSD customers.
This change marks a significant step toward equitable and environmentally responsible waste management in the Quincy area.
