Public Invited to Comment on Proposed New Quincy Courthouse Project

The Judicial Council of California is moving forward with plans to build a new 23,097-square-foot courthouse in Quincy, located on the site currently occupied by Feather Publishing Company. This single-story facility will feature two courtrooms and is expected to be completed by February 2032, with estimated construction costs of $100.9 million.

Currently in the early environmental review phase, the project team is seeking public input on the scope and content of the environmental analysis, as well as suggestions for alternative project options. Comments are welcome through November 14.

A recent public meeting held on October 23 at the Mineral Building attracted community members who raised concerns about the limited public notice and the chosen site. Some expressed apprehension about the planned demolition of the historic Quincy Paint Center (the “red barn”), urging the Judicial Council to consider preservation or reuse of its materials. Others noted a lack of notification to nearby residents about the project and meeting.

The Feather Publishing site was selected after a thorough site-selection process concluded in June, with the Stone House on State Route 70 and Mill Street as the second choice. The project location encompasses approximately 2.86 acres, including the paint center building.

The current Plumas County Courthouse, constructed in 1919, fails to meet modern safety, seismic, and accessibility standards. It is overcrowded and lacks adequate security and holding facilities, making the new courthouse a top priority for the Judicial Council.
