The Plumas County Board of Supervisors held a meeting on July 1 to discuss the appointment of a new Sheriff following the retirement of Sheriff Todd Johns on July 28. County Counsel Joshua Brechtel clarified that while a special election could not be called, the Board had significant discretion in appointing an individual to serve until the next scheduled election in 2028.
Board Chair Kevin Goss opened the meeting by reading a letter from the Sheriff’s Office Employees’ Association, which expressed unanimous support for appointing Undersheriff Chad Hermann as the next Sheriff. Association President Chandler Peay emphasized that this endorsement reflected the views of all employees. Sheriff Johns also endorsed Hermann, stating it would be a seamless transition. Supervisor Engel praised Hermann’s dedication and service, leading to a motion to appoint him, which was seconded by Supervisor Goss.

However, Supervisors Ceresola and McGowan voiced concerns based on public input advocating for a competitive selection process that would allow other candidates to apply. Supervisor Hall questioned the necessity of considering outside candidates given Hermann’s strong support from the Sheriff’s Office. Sheriff Johns cautioned against a competitive process, citing previous election experiences that negatively impacted employee morale. Registrar of Voters Marcy DeMartile reminded the Board that the appointment process was not an election and was solely their responsibility.
Despite the concerns raised, the Board agreed on the intent to a appoint Hermann. The original motion was amended to specify that Hermann would be appointed as Sheriff at the August 5 meeting, the first one after Johns’s retirement, and that no other candidates would be considered. This amended motion passed with a appoint 3 to 2 vote.
