Plumas Housing Council Launches Platform to Boost Affordable Workforce Homes

The Plumas Housing Council, an outgrowth of The Almanor Foundation (TAF)  Attainable Workforce Housing initiative,  announced the launch of PlumasHousing.com. This digital platform represents another milestone in the region’s recovery following the Dixie Fire, addressing the need for immediate and long-term sustainable housing.

The purpose of the Housing Council’s mission is shown in PlumasHousing.com, serving a dual purpose: revitalizing the region and addressing two key audiences. First, it keeps the community informed about active construction projects. Second, it supports prospective residents looking to buy a home by highlighting attainable purchase opportunities and showcasing the beauty of Plumas County.

“PlumasHousing.com is more than just a marketplace; it represents the power of a collaborative movement,” says Josh Huddleston, TAF Chair and Housing Liaison. “By bringing together nonprofits, developers, and public agencies, we are crafting a future where the path to homeownership is clear for everyone.”

This launch highlights the success of the “Welcome Home Greenville” (WHG), also developed out of the original initiative. In a departure from traditional development models, WHG is community-financed, utilizing personal funds pledged by local members to construct high-quality, low-cost homes.

WHG celebrated the completion and sale of its first home at 166 Hot Springs Road to a 62-year resident who lost his previous home in the fire. In a “perpetual growth” model, proceeds from this sale are reinvested into the next builds, including a second home currently underway at 305 Bush Street.

Recognizing that a model for growth is needed to expand workforce housing, the Council launched a transformative Workforce Housing Initiative—now carried forward and being implemented by Plumas Rural Services (PRS). The project will develop 38–40 new rental units by leveraging creative planning and Accessory Dwelling Unit (ADU) laws. The design is a single‑family home with an attached unit, much like a duplex that shares one single wall. These are being built and priced specifically for the essential workers, who are the backbone of a thriving community.

“A strong economy depends on a stable local workforce, and that workforce needs housing—whether it’s ownership or rental,” says Paula Johnston of PRS. “Too often these crucial members of our community are overlooked. As an organization dedicated to serving the underserved, we are proud to help oversee and manage this initiative to expand affordable housing for the local workforce.”
