The Modoc County District Attorney’s Office reports that James Fine was arraigned in Modoc County Superior Court on Thursday, December 18, 2025, on 32 felony counts of Penal Code section 311.11(a), with a special allegation.
Penal Code section 311.11(a) makes it a felony to knowingly possess or control matter depicting a minor engaged in sexual conduct. Each count generally represents a separate image, file, or item of prohibited material. The court remanded the defendant to the Modoc County Jail without bail. A preliminary hearing is scheduled for February 10, 2026.
