Lassen County Seeks Proposals for New Kart Race Track at Fairgrounds

Lassen County has issued a Request for Proposal Package Aug. 11 on the county’s website for the “construction and operation of (a) kart race track at the Lassen County Fairgrounds.”

The proposal deadline is 4 p.m. Thursday, Aug. 28.

According to the RFP, “Premises to be utilized by the contractor for operation of the kart race track consists of the dirt lot north east of the existing speedway and south east of the rodeo arena, parking areas and restroom facilities.”

According to the RFP, the scope of work includes: “Lassen County is releasing this Request for Proposals to award a construction and operations contract subject to Board of Supervisors approval for a period of three years (2026, 2027, 2028) under which the potential contractor will construct a dirt oval Kart Race Track, promote and operate the racing facility at the Lassen County Fairgrounds, with a proposed kart racing season starting in the spring through the final weekend in October for each year of contract and for a minimum of 4 race days in 2026 and 12 race days, annually for years to follow. At the conclusion of the three-year term, the county, at its sole discretion, may extend this contract one time for up to one to three additional years, upon terms satisfactory to the county and contractor.

According to the RFP, the bids will be scored Sept. 2 and the proposed contract award date is Sept. 9.

According to the RFP, “The speedway at the Lassen County Fairgrounds has been in operation since the 1940’s with auto racing activity occurring seasonally from late March to the end of October. Historically 20 or fewer events per year have been held. Most races are held Fridays and Saturdays with an occasional Sunday or holiday race. In addition to this auto racing, the Lassen County Fairgrounds has interest in adding kart racing to the motorsports events held at the fairgrounds.”

According to the RFP, “Contractor will be responsible to market, advertise, schedule and promote a racing program for each racing season for the term of this agreement at contractor’s sole time, cost and expense. Contractor will be required to provide all equipment, supplies and service with the exception of paper products for restrooms. All maintenance and event cleaning services including but not limited to monitoring and cleaning corridors and restrooms, walkways, providing spill clean-up including spill clean-up in the pits, keeping the facility clean of debris, and ensuring that garbage is removed promptly will be the responsibility of the contractor. With the exception of restroom paper products to be supplied by the fair, the contractor is responsible for procuring and stocking supplies necessary to operate and maintain the facility and conduct racing events or other events by prearrangement. nd make decisions on behalf of the contractor.”

According to the RFP, “Premises to be utilized by the contractor for operation of the kart race track consists of the dirt lot north east of the existing speedway and south east of the rodeo arena, parking areas and restroom facilities. Events with a high kart count, if needed, will use the exhibitor parking lot for overflow and is added with Lassen County fair manager approval … In the event the fairgrounds has policy changes that initiate paid parking for all fairground events, the fair manager reserves the right to collect and split all parking revenue 60 percent county, 40 percent contractor. The contractor shall provide, operate, maintain and clean a minimum of two pit area restrooms. The Lassen County Fairgrounds is a public facility that is reserved on a first come, first served basis and individuals or organizations that rent the facility and requests no racing for their event will be honored. The Lassen County Fairgrounds is a county facility and as such must be available for emergency use at all times. In the event that a natural disaster occurs in our area, the Lassen County Fairgrounds may be unavailable for all rentals.”
