The Lassen County Board of Supervisors has greenlit the Skyline Aggregates Quarry project after a packed public hearing in Susanville. In a unanimous 5-0 vote, county supervisors approved a community changing 50-year use permit for Hat Creek Construction & Materials, Inc. to operate the plant, signaling a major turning point for the local infrastructure landscape. Along with the permit, the board officially accepted the project’s state-reviewed Environmental Impact Report (EIR), concluding a rigorous evaluation process that began in late 2023.
A packed house at the Lassen County Fairgrounds Tuesday night, as local officials officially cleared the way for a new mining operation northeast of Susanville.
In a decisive five-to-zero vote, the Lassen County Board of Supervisors approved a fifty-year use permit and accepted the final Environmental Impact Report for Hat Creek Construction’s Skyline Aggregates Quarry project. Jensen Hall was filled with residents stepping up to the microphone to voice fierce arguments on both sides of the issue.
Supporters pointed to a major local boost, arguing the aggregate plant will deliver essential economic development, local tax dollars, and up to 125 family-sustaining jobs.
However, local opponents raised alarms, urging leaders to consider the long-term impact on their quality of life, including landscape views, cultural disruption and health concerns from dust and traffic.
The aggregate facility—which will span 460 acres off Skyline Road—is designed to supply crushed rock, asphalt, and concrete for public works across the North State across five distinct ten-year phases.
Hat Creek Construction President and CEO Perry Thompson took a moment to address the room. He thanked everyone in attendance, stating he appreciated community members speaking their minds and sharing their perspectives, whether they were for or against the facility.
With the supervisors’ final blessing secured, project developers say preparation is moving forward quickly. Construction on the Skyline Aggregate plant could begin as early as spring 2027.
