Honey Lake Valley Pool Seeks Increase in Funding Amid City Council Scrutiny

The Honey Lake Valley Recreation Authority (HLVRA) Board of Directors is seeking to increase funding for the Honey Lake Valley Community Pool. Currently, both the city of Susanville and Lassen County contribute $80,000 annually to the pool’s operation. The board is proposing a 50% increase in funding from each entity, raising their annual contributions to $120,000. Additionally, the board wishes to extend the duration of the funding agreement.

The board consists of two members from the Susanville City Council, two members from the Lassen County Board of Supervisors, and one public member. At a recent meeting, the board approved a resolution to officially inform the Lassen County Board of Supervisors and the Susanville City Council of their intent to amend the funding agreement.

During a city council meeting on December 4, 2024, the HLVRA executive director presented the proposed amendment. The city council expressed reluctance to endorse changes impacting the general fund and requested five years of HLVRA accounting records. They also asked the city manager to evaluate the potential budgetary impact for the next fiscal year. The city manager agreed but noted that the assessment would take several months.

At the December 14th board meeting, staff recommended tabling the amendment until March 2025. However, the board decided to proceed with Resolution 24-60 to execute Amendment II, which requires a four-fifths majority vote from the board to pass.
