Greenville Restoration Projects Set Aside as Indian Valley Community Services District

Two ambitious projects that held promise for restoring Greenville have been set aside without fanfare. One envisioned a downtown complex that incorporated the local library and town hall into a town center campus. The other was a plan to invest in activities that would secure Round Valley Reservoir as a protection against fire and emergency source of municipal water.

The Indian Valley Community Services District has withdrawn from both projects, choosing instead to focus on providing basic water, sewer and fire protection services. The district board has set “clear boundaries of what we can and can’t do,” IVCSD, The Indian Valley Community Services District,  Board Chair Dan Kearns told the Plumas County Board of Supervisors at its March 17 meeting.

Supervisor Kevin Goss, who represents the Greenville area, said both projects “sounded great” when the county launched them in 2022 and 2023, with IVCSD as a partner. He reluctantly led the board of supervisors in closing them as they were initially envisioned.

“Maybe it’s time to scale back … to be a little more conservative — especially if we’re not going to have a partner in the CSD,” Goss said.

The supervisors directed county staff to take steps to close both projects.
