The Lassen County Department of Planning and Building Services accepted a Ground Water Exportation application on July 29, 2026. The application comes from Jeremy Higgins, the applicant, and Sierra Pacific Industries, the property owner.
The proposal seeks permission to export 3,000 acre-feet of water annually. The water will come from one existing well and one proposed well in the Honey Lake Groundwater Basin. The purpose is to irrigate about 700 acres of land in Nevada’s Dry Valley Ground Water Basin.
The project site in Lassen County consists of three parcels sized 753.04 acres, 240 acres, and 116.475 acres. These parcels lie about 5.25 miles southeast of Doyle. Land use designations include Intensive Agriculture on the two smaller parcels and Extensive Agriculture on the largest one. Zoning for all three parcels is General Agricultural District (A-I).
The project meets exemptions under the California Environmental Quality Act, specifically Sections 15303, 15304, and 15061 of the 2026 CEQA Guidelines.
Public hearings will take place before the Planning Commission and the Board of Supervisors, but dates have not been set.
