NOTICE OF PUBLIC HEARING TO CONSIDER ACTING ON A GENERAL PLAN MAP AMENDMENT, ANNEXATION, PRE-ZONING, ARCHITECTURAL & SITE PLAN REVIEW, USE PERMIT, SIGN PERMIT AND INTENT TO CERTIFY AN ENVIRONMENTAL IMPACT REPORT, ADOPT A MITIGATION MONITORING AND REPORTING PROGRAM AND FINDINGS OF FACT  

Notice is hereby given that the City of Susanville City Council will conduct a public hearing to be held on April 15, 2026, at or after 5:30 p.m. during the regularly scheduled meeting at City of Susanville City Council Chambers located at 66 N. Lassen Street Susanville, CA 96130. The Council will consider taking action on application File No. UP/RZ/GPA/AR/ANNX #2024-021 to construct a travel stop on 14.5 acres of land on a 79.6 acre parcel at the intersection of State Route 36 and Skyline Boulevard (APN:107-280-0174).

Requested Entitlements: Annexation, a General Plan Map Amendment, Pre-zoning, Architectural and Site Plan Review, a Use Permit, and a Sign Permit.

Project Description: The project proposes annexation of a 79.6 acre parcel and redesignation of the parcel to General Commercial/Shopping Center, and pre-zoning of the site as General Commercial and Shopping Center (C-2). The project includes construction and operation of a full-service travel stop on approximately 14.15 acres of vacant land to the southeast of the City of Susanville with 24-hour access to purchase gasoline, diesel, propane, electronic items, snacks, travel items, and food from a combined 13,005-square foot convenience store and two fast-food options, one with drive-thru. A long-haul truck fueling station and scale, 10 overnight Recreational Vehicle (RV) spaces, a dog park, RV dump station, truck, RV and automobile parking areas, bioretention areas, landscaping/lighting, and signage are also proposed. The project also includes the extension of water and sewer utility services to the site. Primary access would be provided from State Route (SR) 36 via an existing signalized intersection at SR 36 and Skyline Road via new right and left turn lanes onto an extension of Skyline Road.

Environmental Determination: An environmental impact report (EIR) (SCH No.: 2025011078) has been prepared for the project in accordance with the California Environmental Quality Act (CEQA) (Public Resources Code §21000 et seq.) and the State CEQA Guidelines (14 CCR §15000 et seq.). Public Comments: The public is invited to attend the public hearing and provide verbal and/or written comments on the proposed project. Written comments must be received at, or prior to, the meeting date and time. Comments received by 12:00 PM on the day of the meeting will be provided to the City Council and published in the agenda prior to the meeting. Written comments may be provided via mail to the above address or sent via email to [email protected]. Any appeals on the project must be based on comments made known (either through written or verbal comments) at the public hearing. Appellants must also be represented at the public hearing for an appeal to be accepted by the City Council. Pursuant to Gov Code 65009, if you challenge the City’s action on this proposal in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City at, or prior to, the public hearing.
