Plumas-Sierra announces Keith Hengl — REC Youth Tour Winner

PSREC would like to extend its congratulations to Keith Hengl for winning PSREC’s Youth Tour Scholarship and for being chosen for NRECA’s Youth Leadership Council.

Hengl has won a weeklong all-expenses paid trip to Washington, D.C. in June 2025. He joined about 1,500 other high school students chosen from across the nation to tour our nation’s capital where they toured the city, learned how government works, visited the Smithsonian Institute, Arlington Cemetery and more.

He said, “my favorite part of the Youth Tour was getting to see the inside of the Capitol Dome and all the important monuments.”

Not only did Hengl win this scholarship, but he also won a spot on NRECA’s Youth Leadership Council representing California. This 45-person delegation is composed of one delegate from each state with an electric cooperative or public power district.

The council participated in a carefully curated educational curriculum designed to build leadership and public speaking skills and enhance the delegates’ knowledge of the energy industry and the cooperative business model. Hengl returned to D.C. for a weeklong training called “Basecamp” in July and will represent California there as well.

Additionally, Hengl will travel to Nashville in March of 2026 to attend NRECA’s PowerXchange and TechAdvantage. PowerXchange, delegates are recognized on stage for their year of service, and one delegate is chosen to serve as the national spokesperson and address cooperative leaders during a general session.

The Washington Youth Tour scholarship is open every fall to area high school sophomores, juniors and seniors who are either PSREC members or PST customers.
