Plumas County Board of Supervisors Unanimously Appoints Joshua Mizrahi as Director of Human Resources

On October 21, the Plumas County Board of Supervisors unanimously appointed Joshua Mizrahi as the county’s director of human resources, a position critical to managing county staffing that has been vacant since November 2023. The boardroom erupted in applause as supervisors and members of the public welcomed Mizrahi to his new role.

Kevin Goss, chairman of the board of supervisors, praised Mizrahi as “an amazing county employee” and affirmed that he is “the right person for this position” who will be “a great HR director” and “a pleasure to work with.”

Mizrahi, who relocated to Plumas County from the San Francisco Bay Area in 2020, has a long-standing connection to the region through his family’s property in Westwood. His career path includes roles as an office manager with HR, payroll, and audio/visual technology experience, a payroll specialist for Plumas County’s environmental health department, and positions within the county’s HR and risk management departments.

Previously serving as interim HR director from January to June 2023, Mizrahi returned to risk management before his recent permanent appointment. As HR director, he aims to address the county’s significant staffing shortage—currently with 90 vacancies—by helping employees maintain a healthy work/life balance and working to fill all open positions. Mizrahi also plans to develop and contribute to county policies, including standard operating procedures for hiring.

Looking ahead, Mizrahi expressed enthusiasm about collaborating with the board of supervisors and county department heads to support and benefit Plumas County.
