City Council Moves to Approve Funding for St. Francis Hotel Remediation

SUMMARY: On July 22, 2025, the Lassen Superior Court appointed a Receiver,
Dan Collins to abate the public nuisance located at 830 Main St.
(commonly known as the St. Francis Hotel). The Receiver has
determined that the best course of action is to demolish the existing
structures and properly dispose of the materials. The Receiver is
prepared to engage a contractor to begin the work but there are
insufficient funds in the Receivership estate to cover the cost of the
necessary work. The Receiver has prepared a cost estimate in the
amount of $496,143.30 in “Hard Costs” to complete the abatement
work.
The City Council has directed staff to expedite the abatement of the
public nuisance posed by the burned St. Francis Hotel. To accomplish
this, Council may consider issuing a loan to the Receivership estate in
an amount up to $496,146.30.
Staff is requesting that City Council approve Resolution No. 25-6457
authorizing the City Manager to enter into a stipulation with Dan
Collins for the remediation of the burned St. Francis Hotel, located at
830 Main St., Susanville, California.
FISCAL IMPACT: Up to $500,000 for the remediation of 830 Main Street.
ACTION REQUESTED: Motion passed to approve  authorizing the City
Manager to enter into a stipulation with Dan Collins, Receiver, for the
remediation of the St. Francis Hotel (830 Main St.)
