Plumas County Seeks New Leaders Amid Workforce Vacancies in Key Administrative Roles

Plumas County is currently addressing significant vacancies in its workforce, particularly for two key positions: County Administrative Officer (CAO) and Human Resources (HR) Director. The CAO position has been vacant since April 15, following the termination of Debra Lucero, who was on paid administrative leave earlier this year. This role is vital for county operations, overseeing various departments, managing the budget, and liaising with state and federal legislative matters. The position offers a starting salary of $75 per hour.

The HR Director position has faced complications, with recent changes due to legal issues surrounding the former director, Nancy Selvage, who was indicted on felony charges. After her departure, interim appointments were made, with Joshua Mizrahi recently resigning, leaving the position open again. Deputy County Counsel Sara James is currently serving as the interim HR director. Mizrahi’s efforts were noted for effectively addressing the county’s staffing needs during his tenure.

The board discussed salary considerations for the HR director role, which starts at $50 per hour. A significant salary increase was implemented in 2022, based on recommendations from the previous HR director. Plumas County is set to conduct a comprehensive salary survey to assess pay scales compared to similar counties, with the results expected by December. This initiative aims to provide stable leadership and ensure competitive compensation for county employees. The recruitment for a new HR director is actively underway.
